The municipality's 2010 World Cup directorate said the joint venture appointed to upgrade the stadium was from Free State with more than 50 percent black ownership.
The joint venture is made up of Ruwacon, Meyker Re-teng Construction, Ikaneng Developments and Promania 128.
George Mohlakoana, the municipality's World Cup chief executive, said the joint venture has also made a commitment to use local labour.
The upgrading of the stadium, the cost of which has been revised from R241 million to R305,5 million, is expected to create about 250 jobs.
Mohlakoana said the joint venture will also use local SMMEs and Mangaung's expanded public works learnership programme.
The upgrading of the stadium will be completed on August 31 next year after the Free State provincial government agreed to contribute R64,5 million to cover the shortfall.
Mohlakoana said they were grateful to the provincial government for assisting with additional funds and other material support.
"The constructor has been on site since September 3," he said.
