North West MEC for Transport, Roads and Community Safety, Phenye Vilakazi, said Bahumi Mogorosi from Phela in the Madikwe area was found on Sunday with his tongue, genitals and lips cut off.
His right hand had also been severed from the elbow.
"His father, Alpheus, said he had sent the boy to look after his cattle when he was attacked. The boy was riding in his bicycle."
Vilakazi said it appeared the boy had been dragged from his bicycle into nearby bushes where he was attacked.
Despite the severity of his injuries, Mogorosi managed to crawl about 150m before being spotted by two men who came to his rescue.
Police spokesman Superintendent Pieter du Plessis said no arrests had been made.
