Delays in implementing viable options might impact negatively on socioeconomic development and the entrenchment of our democracy.
Various factors impede and delay delivery. We pointed out the inevitability of protests unless action was taken to address structural problems that are not conducive to achieving national aspirations. We pointed out the danger of provinces becoming enclaves of political power for those who seek power and control. We tried to argue that such a situation might increase intergovernmental conflict that might undermine nation building and development.
We understand the circumstances that led to the situation in our country. But we are dismayed that intergovernmental conflict and development issues are still being handled within the framework laid down during the constitutional negotiations.
It is highly disconcerting that despite our commitment to nation building and anti-racism, provincial governments still represent and reflect territorial groups.
More than ever before, this country needs a strong dose of Biko's philosophy, where the collective is more important than the individual.
