Trade and Industry Minister Mandisi Mpahlwa, responsible for the grounding of the lottery, would seem to resent working to deadlines.

The minister has proved to be adept at obfuscating and doing fancy footwork over the return of the lottery.

He would obviously hate not only being pressured to work to a set deadline but also being held accountable for not delivering on time.

This is not surprising, given the adverse public reaction to his mishandling of the lottery awarding process.

This week Mpahlwa characteristically promised nothing, merely mentioning he was about to do "only shoeshine work" on a report he received from the National Lottery Board.

No date again. How helpful, Mr Minister.
