This is one of the proposals that came out of a discussion on the ANC economic transformation policy to be dealt with at the party's four-day national policy conference, which starts next week in Midrand.

Yesterday the chairman of the ANC's economic transformation committee, Max Sisulu, said the issue of underspending was key when it came to the government's service delivery.

He was responding to concerns that the government complained about lack of resources while condoning underspending in several departments.

"I think something needs to be done. We can't have people who do not spend when there are funds to spend. Maybe there should be some punishment for those people who do not spend," Sisulu said.

A report by the Human Rights Commission in 2003 blamed the housing backlog on the Housing Department's failure to spend its allocated budget. - Sapa
