Theodore Ntlatlapa, leader of the 2010 Solutions, said they would be using the structure to raise funds for southern African countries.
"It consists of businesspeople in Lesotho and the aim is to raise funds for southern African countries. The money raised will help the region," said Ntlatlapa.
"We have a lot of dreams, as Africans, in terms of the 2010 World Cup, but the problem is that nobody is putting money on the table.
"The World Cup may be held in South Africa in 2010 but we felt that, as southern Africa, we should also help to make sure it is a roaring success.
"For us the most important thing is that it must leave a legacy that all of us in southern Africa will be proud off, especially on the issue of infrastructure.
"We made a presentation to Fifa when they were in Cape Town last October. Representatives of the Lesotho Football Association were also there with us."
