KAMPALA - Uganda's government and Lord's Resistance Army rebels have moved one step closer to ending two decades of civil war.

They signed the second phase of a peace deal in the first breakthrough since they agreed to a truce last year.

"We signed agenda item number two last night," government spokesman Barigye Ba-Hoku said by telephone yesterday.

"This is the next phase [after the truce]. There are now three items left." - Reuters
