The chief whip of Madibeng council, Douglas Maimane, told about 500 Mmakau, North West, residents on Wednesday that he could not force them to stay in the municipality.

On Tuesday, residents dumped thousands of placards in the driveway of councillor Beauty Motsepe's house.

They are demanding that their area be incorporated into Tshwane because service delivery is, they say, nonexistent in Madibeng.

Some parts of Madibeng have not had water for more than three months, locals say.

"We are introducing yard [water] connections and the project is half complete," Maimane said. "I plead with the residents to be patient.

"They must refrain from being misled by hooligans and dagga smokers. These people do not represent the whole community.

"Some aspired to become councillors [but were not elected] so they are disgruntled.

"Mmakau is under a tribal authority, so if they want to go to Tshwane they must consult the tribal office."
