"Part of the problem with delivery is not institutional weakness as much as wrong things in the planning process," Mbeki said.
He was addressing a press conference in Braamfontein after a meeting with Gauteng premier Mbhazima Shilowa and Johannesburg mayor Amos Masondo, at the end of his two-day City of Johannesburg imbizo.
Mbeki said the Gauteng province was on the right track.
"My sense is that they know where they are going but they have to find the means to get there."
The president said he agreed with Shilowa and Masondo about the challenges of economic growth and poverty they faced.
He said a "big challenge" was to ensure that the province had the means to go where it wanted to go.
Mbeki said the government had internal mechanisms through which progress made by the province could be assessed, for example the President's Co-ordinating Council.
He did not think oversight would be a problem.
