An eight-year African health strategy under consideration at a conference in Johannesburg lacked clear targets, civil society groups said yesterday.

Regis Mtutu, of the Treatment Action Campaign, said: "We note with dismay that the document has little direct reference to the clear and ambitious targets already defined in the Brazzaville, Abuja and Maputo declarations [last year]."

The third AU Conference of ministers of health, which ends on Friday, was expected to develop an integrated health strategy for the continent.

Miano Munene, of the Kenyan Human Rights Commission, said the strategy did not cover diseases that arose during cross-border conflicts.

A representative from Nigeria's Youth Network on HIV-Aids said more than 90percent of funding for anti-Aids campaigns came from foreign governments and NGOs. - See Page 10
