Aaron Bodumela, 54, was elected as UCDP councillor at Tswaing municipality, replacing Irene Mthimunye, 49, late last year.
Bodumela, a local businessman, said that he was supposed to have been given an "appointment letter by the speaker of the municipality, Mpho Ramadie, early this year, but he keeps on delaying".
"All I want to do is to serve the community of Tswaing because there is a lot of corruption in the municipality," said Bodumela.
The UCDP leadership said they had written letters to Ramadie, asking him to issue Bodumela with an appointment letter.
Acting municipality manager, Grace Molete, said that she had not received any correspondence about Bodumela's appointment.
The executive mayor of central district, Themba Gwabeni, said the UCDP should follow procedure when embarking on changes in their structure.
"Those people should not chop and change at will.
"They should submit their party refurbishing list to the IEC [Independent Electoral Commission]," he said.
In a letter from the IEC, dated January 30, the commission advised the Tswaing Municipality that Bodumela was the new councillor and that Mthimunye had ceased to be a councillor in the municipality.
