Captain Jethro Mtshali said police had been following up on information about a boat which had been stolen from a house in Pretoria.
Police spotted a bakkie and the stolen boat on the freeway.
"The vehicles were pulled off the road and the two men were arrested," Mtshali said yesterday.
The pair were expected to appear in court soon. - Sapa
