The National Youth Commission said it was disappointed by the low youth development targets set by provincial premiers in their respective yearly speeches.

Speaking to the media in Johannesburg yesterday, commissioner Mothupi Modiba said: "Some provinces never pronounced at all on youth development.

"The programme of youth development must still find concrete expression and be adopted as a central programme in provincial growth and development strategies."

Modiba said the ANC lekgotla, held in Tshwane last week, resolved to start a campaign to mobilise youth to meet their development targets.

"The meeting noted commitment already made towards the roll-out of the national service programme and the recruitment of 5000 young people as part of the expanded public works programmes," he said.

Modiba said the lekgotla had found that levels of unemployment among the youth were unacceptably high and he said there should be a commitment from the private sector to combat youth unemployment.
