"Police patrolling the area around Highgate tried to stop a green Hyundai on Saturday night, but the driver sped off," said director Govindsamy Mariemuthoo.
Police followed the car to Southgate and arrested three of the men.
While searching the car, police found the explosives.
"Further investigations led us to arrest two more men in connection with the explosives," he said.
"We expect to make more arrests soon."
Meanwhile, 14 retired top police officers will help Police Commissioner Jackie Selebi in the fight against crime, Rapport newspaper claimed yesterday.
The 14, all former commissioners, were asked in October to help Selebi by being on an advisory council on policy matters.
The newspaper said it appeared that Safety and Security Minister Charles Nqakula had approached the 14 in March last year about the possibility of using their law enforcement expertise.
The former top cops would not be reappointed to the police but would be paid per hour for their work.
Council members would soon meet again, in Durban. They would brief Selebi on their work next month, Rapport said.
