The government is considering giving people living with HIV, Aids or other chronic illness a special grant.
"There is a team of people from the treasury and from the departments of Social Development and of Health [looking into this]," said Yogan Pillay, the Health Department's chief director.
"We are hoping to take a proposal to the cabinet very soon."
