The Eastern Cape provincial secretary of the South African Civics Organisation (Sanco) allegedly threatened to kill its president.
Mike Tofile is expected to appear in the Vereeniging magistrates' court today after a warrant for his arrest was issued.
He allegedly threatened to kill Mlungisi Hlongwane by SMS.
Hlongwane received three death threats on his cellphone and the police linked Tofile to the threats.
Hlongwane is the mayor of Sedibeng district in the Vaal.
Magistrate Bruno van Eeden issued a warrant of arrest for Tofile on October 20 after he failed to appear before him in court on that day.
Hlongwane said he thought the first SMS was a joke.
But the second and third were more threatening and that is when he decided to lay charges with the police.
He said what made him scared was that the culprit knew all his movements.
Hlongwane could not comment about the contents of the SMSes because they will be used as evidence in court.
Hlongwane said he wished to be succeeded by a woman as president of the organisation when he steps down next month.
