Director in the national Treasury Edgar Sishi has described the underspending as "disappointing".
"The health departments have shown serious difficulties in the management of capital projects."
He said some of the areas which showed serious underspending included HIV-Aids, construction of new hospitals and clinics and the preparation for the World Cup.
