"It was the best of times and the worst of times," said Cosatu's Zwelinzima Vavi.
The best of times was the ANC winning the elections and the framework plan agreed by the government, business and labour in response to the economic crisis, he said.
The worst of times was the loss of at least 950000 jobs. Economists predict that losses will continue next year.
Vavi said Cosatu was still adamant that labour brokers should be banned.
