THE East London Industrial Development Zone has won the bid to manufacture South Africa's only electric car - the Joule - a source told Sowetanyesterday.
The ELIDZ and the Coega Industrial Development Corporation in PE were involved in intense lobbying to have Optimal Energy base the Joule's manufacturing plant in their area.
