It is time to fill top positions with competent people, not a bunch of incompetents from a circle of friends or affiliations, who flush our municipalities down the drain. I fail to understand why a person who messes up one municipality gets a top post in another municipality after a five-year term. What message is this sending to qualified, capable and competent people and to the world as well? And the less said about the confused lot called councillors, the better.
