Instead, the move has confirmed the long-held view by the public that the department was in shambles.
It has been the worst performing segment in government, with a dubious distinction of having never received a clean audit clearance since Minister Nosiviwe Mapisa-Nqakula took over. Daily bungles - including the issuing of IDs to wrong people - have been the order of the day.
Since taking over as director-general last year, Mavuso Msimang has tried to no avail to turn the tide. We hope the new move will help restore the order and respect the department deserves.
