The statue, next to General Louis Botha's at the Durban city centre's entrance, was erected a year ago as a "sign of peace between the Zulus and whites".
There has been a lot of concern and uncertainty among the people of KwaZulu-Natal as it seemed the statue, which has been under guard on a 24-hour basis, was just a waste of taxpayers' money.
Speaking in Durban during the launch of Tourism Month, Ndebele said the statue would finally be unveiled this month.
"In the past four years we have positioned our presentation of the heritage of KwaZulu-Natal under a conscientious theme and message that, through heritage, we tell the story of the Zulu people and the people of KwaZulu-Natal.
