The no work, no pay principle must apply, but there should be no deductions across the board because some teachers were on duty.

The status of teaching must be upheld and enhanced. The government should allow bargaining with separate teacher unions. Why lump them with the civil service? It makes the process much more involved and limiting

Teaching should be made an attractive profession. Salaries should not be bound by civil service conditions of employment. Incentives must be linked to reliable performance measures, differentiation and supply and demand factors.
