Eastern Cape's HIV-Aids budget is inadequate for the targets set by the national government's draft plan.

This is the view of the Public Service Accountability Monitor, a non-government watchdog based at Rhodes University in Grahamstown.

Researcher Lesley Odendaal said the draft plan hoped to provide treatment, care and support to 80percent of people living with HIV by 2011.

"But insufficient funds were allocated to achieve this target," Odendaal said. - Sapa
