Three of those arrested, including a retired army brigadier-general, Ben Matiwaza, have appeared in court in Bulawayo, the Herald newspaper said yesterday.
The operators allegedly made false declarations about the value of hunting trophies sold to overseas clients.
The excess payments were allegedly placed in overseas bank accounts.
Foreign currency earned for services inside the country must be brought into Zimbabwe at the official rate.
Anti-corruption Minister Paul Mangwana said there would be more arrests in the hunting and safari sector.
An anti-corruption drive was launched two years ago, targeting the private sector.
There have been no arrests in connection with the corruption uncovered at the state-owned iron and steel company. - Sapa-DPA
