The safety and security minister must plan ahead, as criminals do. Citizens are soft targets at malls, banks and pension payout points. Soon churches and hospitals will be targeted too. Police must be visible at all times. I don't agree with people's justice, but citizens resort to it because of incompetent police. Youth join the service not to fight crime, but to get jobs.
