Mtya, who was a ring-side guest of promoters Rodney Berman and Jeff Ellis, said: "Mokoena has taken more than enough punishment. He has been a warrior but father time has caught up with him.
"It is our duty to look after boxers' welfare, so we feel that it is best that he hangs up his gloves while still in his senses."
The closing date for the renewal of licences is March 31.
Mokoena has been a prize fighter with little success since 1991. He has not won even a provincial title.
Earlier in the evening, rising star Ronald "King" Malindi entered the ring wearing a crown, and he duly gave a royal performance, pummelling Meshack Matabola into submission in the first round.
The gangling Floyd Mayweather lookalike, who is trained in Westbury by Bernie Pailman, Peter Faver and Cliff Martins, registered a second knockout win in as many fights.
