He was probably drunk, like Doctor Khumalo who caused fatal injuries to mini-bus taxi passengers whilst driving under the influence of alcohol some 4yrs ago. He would later succeed in getting the court to quash the results of blood tests using some dodgy technicality. Chiefs people are controversial by nature. Just look at Bobby Motaung, the guy is embroiled under cloud of controversy for Mbombela tenders and murder of Jimmy Mohlala.
