The warning comes after many people used their cars to travel to Bafana Bafana's last four international friendlies. Hundreds of people opted to use their cars to get to the games against Bulgaria, Colombia, Guatemala and Denmark.
"We appeal to all the people who do not have parking tickets for all the games not to waste time by driving their cars to the match venues," said LOC chief communications officer Rich Mkhondo.
"Law enforcement agencies will be out in full force at all venues. People who do not have documents will not be allowed anywhere near the stadiums.
"We are starting with the opening match at Soccer City on Friday between Bafana Bafana and Mexico.
"People must arrive early at the stadium.
"Fans are advised to drive their cars to Johannesburg, where Rea Vaya will drop them at Soccer City gate. The trip using a Rea Vaya bus from Johannesburg to Soccer City will take 15 minutes. We also encourage the use of trains, which will drop the fans at Nasrec Station.
"There will be no negotiations, if you don't have necessary documents don't even think of driving to the stadium."
Prominent Clayville soccer fan Parks Seshoka, who took his family to Atteridgeville on Saturday to watch Bafana beat Denmark 1-0, said: "It was a nightmare. The police only started demanding parking tickets when we were almost at the stadium. They should have stopped all the cars 5km away.
"I must say we are happy that this will not happen during the World Cup. We don't need chaos on our roads."
