Mbombela municipal spokesperson Jimmy Mohlala and provincial spokesperson for the arts and culture, Sammy Mpatlanyana were shot dead in their homes in January last year.
It is believed they were intent on exposing suspicious multi-million rand contracts involving the 2010 World Cup.
Mabuza, whose silence on an alleged "hit list" has been questioned by opposition parties, spoke about the killings for the first time since his state of the province address on Friday.
He said the police were in possession of a so-called hit list targeting prominent people in the province.
"There are many people who are dying in the province, in the main because of corrupt practices on the adjudication of tenders.
"Crime and the killing of people is a matter for the police and they must investigate and make arrests. I am confident that they will succeed in their task."
During his address, Mabuza said crime and corruption hindered social development and constrained prospects of investment in the province.
"We need to combat fraud and corruption at all levels of the society, both in the private and public sectors."
