The summit, led by the Amathole district municipality, started yesterday at the Osner Hotel in East London.
National Heritage Council spokesperson Danny Goulkan said people could submit the names of people, sites and events that had had an impact on the country's liberation.
"People are excited and we are not going to limit them. They know of certain names that are not documented."
He said names would be researched and verified and subjected to grading before being given to Unesco. All names would be registered on the National Heritage list.
"This will assist in pointing authors and filmmakers in the right direction and that will have economic benefits and sensitise people about South African history," he said.
The programme is funded by the National Lottery Distribution Trust Fund.
The province at present has 13 names on the list, including Chris Hani, Winnie Madikizela-Mandela, Albertina Sisulu, the University of Fort Hare and King Hintsa.
The Eastern Cape Tourism Board's Eddie Marafane said more heritage routes "will also unearth the rich political history of the province ".
