Despite this, President Jacob Zuma is forging ahead with a R787billion investment in infrastructure development. A Treasury report, outlining how provinces spent their allocation over the six months period, showed that they had spent less than half of their capital budget of R23billion.

The government has pinned its economic recovery strategy on increased spending.
