COSATU has won the war of influence in Jacob Zuma's cabinet with the president confirming that Economic Development Minister Ebrahim Patel, and not National Planning Minister Trevor Manuel, was in charge of economic planning.

Addressing the country's mayors yesterday Zuma said: "The new Economic Development Department is designed to have a strong domestic focus and to address matters of macro and micro-economic planning."

Patel said: "We welcome President Zuma's statement that the Economic Development Department is responsible for micro and macro economic planning."
