Howard, pictured, began working as labour adviser in the Ministry of Public Services and Administration on October 1, said Ezrom Mabyana, president of the South African Transport and Allied Workers Union.
Howard has been involved in labour unions for 23 years, nine as Satawu general secretary.
Last month he received the Congress of South African Trade Unions' award as longest -serving national office bearer.
Satawu is scheduled to elect Howard's successor next month. - Sapa
