The by-elections were held on Wednesday.
Provincial electoral officer Mawethu Mosery said Bradley Singh of the Minority Front was elected Ward 52 councillor in Phoenix, while Frederick Masikane of the IFP won Ward 11 in Greytown.
"The IFP led with 62percent in the Greytown area and the MF led with 46,6percent in Ward 52 in Phoenix," Mosery said.
He said Wednesday's by-election in Phoenix was held because the ward councillor had resigned, while in Greytown the ward councillor had died.
Mosery said the ANC came second in Greytown with 38percent of the vote and in Phoenix; the MF was followed by the DA with 32percent of the vote.
"The by-elections went smoothly and there were no incidents of violence that were reported," Mosery said.
