"A lot of intelligence-led operations have identified the kingpins. But they have changed their modus operandi and are now targeting chain stores," he said.
Mthethwa said the police would not hesitate to "hit hard at criminals" until the country was crime-free.
When asked if he believed in the "shoot to kill" directive, Mthethwa said his department was in the process of reviewing the Criminal Procedure Act.
"The act gives the right to criminals to flee. It says as long as you flee, it would be wrong for the police to shoot. But the police cannot afford to have any feelings for cold-blooded criminals," he said.
The SA Banking Risk Information Centre concurred that there has been a significant decrease in ATM bombings since July last year.
"There is a 55percent decrease when comparing figures for ATM attacks with explosions for January to June 2008 with the same period this year," said spokesperson Kalyani Pillay.
