Dashing hopes of a quick-fix to the paralysis at local government level, ANC secretary general Gwede Mantashe said this week that most councillors don't know how local government works.
He said at least "67percent of the current councillors are first-term councillors".
Mantashe said this situation was exacerbated by in-fighting in the ruling party which controls most municipalities.
Mantashe said that party cadres in municipal service were already positioning themselves for posts after the local government elections in 2011.
To deal with service delivery bottlenecks, the party's NEC has decided to audit all its councillors to assess their performance and to audit all ANC-led municipalities, he said.
Mantashe said the audit would be conducted by ANC branches.
He also bemoaned the problem of jobs-for-pals in municipalities, saying that this makes a mockery of AA and BEE laws.
