Senior Superintendent Wayne Minnaar said: "The men were arrested during a routine operation around the inner city.
"Metro police stopped their black Colt on the corner of Nugget and Bree streets."
An unlicensed firearm with filed off serial numbers was found underneath acarpet in the car.
