Malema is just articulating ANC policy as enshrined in the Freedom Charter. The ruling party only halted the implementation of the policy of nationalisation on taking over the government.
That was done as a tactical detour because of the unfavourable material conditions that existed at the time, which were characterised by the collapse of the Soviet Bloc, capitalist triumphalism and unipolar world.
