Khosa has already met stakeholders to find a solution to the municipality's problems.
He told Sowetan that he believed a solution would be found and that his main focus would be to accelerate service delivery.
"In the first two days of my office I have met with businesspeople, the Concerned Group and many other stakeholders in the municipality, and everybody has shown willingness to work with us," he said.
Khosa, originally from Giyani in Limpopo, has a masters degree in development planning and a BA in social science.
He is a development planner who has worked in various local authorities in Gauteng and has been part of the Eastern metropolitan substructure which has currently been absorbed by the Johannesburg metropolitan council.
Khosa also worked at Ekurhuleni municipality before joining the Council for Scientific and Industrial Research, where he was part of the team that designed the current system of local government planning and the integrated development planning for the country.
At the time of his appointment, Khosa was the chairperson for MK Associates in Rivonia, Johannesburg, and had been in private practice for the past six years.
"When the (Mpumalanga) premier approached me I could not turn my back on the people," he said.
He was seen in public in Mkhondo during the funeral of Sizwe Mthetwa and David Mahlangu on Saturday.
The two were allegedly killed by police who are said to have used live ammunition to disperse an angry crowd that burnt vehicles and buildings, including a clinic, last week Sunday.
Premier David Mabuza put the municipality under administration following complaints by residents over "nepotism, lack of service delivery, mismanagement and fraud".
