Chabane warns over state plans

Western Cape will not be allowed to buck the government's plans to implement the ANC election manifesto across South Africa, says Minister in the Presidency Collins Chabane.

The new National Planning Commission (NPC), headed by Trevor Manuel will "coordinate the planning framework for the entire country, wall to wall, including municipalities and provinces".

"If necessary, Parliament would pass a law to make sure that the NPC did not get inhibited in its work," Chabane said in Parliament yesterday.

"South Africa is not a combination of municipalities or provinces. We are not a federal state. If a decision has been made by the national government to act in a particular way, as long as we don't encroach on the constitutional responsibility of the other spheres of government, we think there should be no problem," Chabane said.
