"He was arrested just after 1pm today [Tuesday] and was charged with culpable homicide," said Sergeant Lynnette Erasmus.
Bernadine Kruger, who died at the crash scene, was driving to her school in Garsfontein at about 7am.
"I saw a taxi driving at a high speed behind her, hooting at her. Just as she attempted to change lanes, the taxi hit her," eyewitness Hugo Vermaak said.
The driver will appear in the Pretoria magistrate's court tomorrow. - Sapa
