Spokesman Collen Msibi said the fake licences were among 7,4million investigated by a special investigating unit in a countrywide operation.
"The department commissioned the unit in February 2005 as part of its strategy to root out corruption in the issuing of licences," he Msibi said.
"To date more than 1269 private individuals and 82 corrupt officials have been arrested.
"We want to clamp down on corrupt individuals and officials taking part in fraudulent activities at driving licence testing centres."
Earlier in the day the investigating unit arrested four people in Western Cape for issuing fraudulent licences.
Police spokesman Superintendent Andre Traut said a traffic official and an administrative clerk at the Velddrif municipal offices were taken into custody.
"Two other men were also arrested at their homes in Mitchells Plain and Hopefield," Traut said.
The two men are suspected of having been agents for officials at the testing centre, recruiting prospective applicants to purchase fake licences.
The men were charged with fraud and were expected to appear in the Vredenburg magistrate's court on Friday. - Sapa
