"No person will get an RDP house unless they are on the department of housing's waiting list," the department says.
The statement follows last week's protests by residents of the unused Marlboro factories in Alexandra.
Department spokesman Aviva Manqa said: "We are not surprised by the political games played by Marlboro residents .
"They realised we were in the final stages of the Alexandra Renewal Project and somebody wants to cash in at our expense.
"The Anti-privatisation Forum is misleading people by telling them to demand newly built RDP houses that are not theirs. Houses will only be allocated to people who registered with us."
Manqa said they could demonstrate but the allocation process for RDP houses would not change.
Thabo Modisane, a member of the Anti-privatisation Forum, said the protests would continue.
"Our people have been living in unused factories in Marlboro for more than 20 years," he said. "The government has evicted them and they have no place to go."
