The lack of water in the Bushbuckridge area is making life difficult for residents, while politicians blame each other for the mess.
Boys as young as 10 are forced to fetch and sell water, using donkey carts, to save the situation.
The Mathebula brothers, Prayer and Mike, sell the water for R1 per 25 litres, carting the water from the wells, which are some distance away, to their village Cottondale, in Bushbuckridge.
Some people say Bushbuckridge needs a "serious economic solution".
Referring to a promise made by ANC provincial chairman and MEC for agriculture David Mabuza, that the department would look into the water crisis, many people said it was just a promise aimed at gaining support.
"We are aware of the water crisis in the Bushbuckridge area and we shall look into it," Mabuza said at a packed rally at the weekend.
"We also know that there are partially built houses in this area and we will also look into that.
"I think the Limpopo government dragged its feet in servicing the area when it was under its administration."
Limpopo government spokesman Mogale Nchabeleng dismissed Mabuza's statement.
"That is hogwash," he said. "It is not correct that the province dragged its feet to service the area. It fell under the presidential nodal points that were given special attention."
Bushbuckridge was incorporated into Mpumalanga in March 2006.
Daniel Mokgope of the United Democratic Movement accused Mabuza of misleading the people of Bushbuckridge with what he termed "empty promises".
"The rally was to make the people of Bushbuckridge stupid and to gain support for Bushbuckridge mayor Milton Morema, who is facing criminal charges," Mokgope said.
He said the number of people at the rally was swelled by people bussed in from outside Bushbuckridge.
