This in spite of the reported death of several children in the townships as a consequence of this menace.

In most cases scrap metal thieves and sub-contractors have been blamed.

Equally blameworthy, though, are municipalities for their laxity in addressing the problem - as was the case in the tragic death at the weekend of three-year-old Delano Goeiman of the Ramaphosa informal settlement in Ekurhuleni.

A practical option is to make theft of metal unprofitable by forcing scrap metal dealers to stop buying stolen manhole covers.
