Sergeant Malebo Khosana said the 44-year-old man was arrested in Bronville near Welkom on Saturday.
The girl lived with the man and his wife.
"It is alleged that the man, who is the girl's guardian, uttered sexually suggestive words to her," Khosana said. "He also touched her in a manner that made her feel uncomfortable."
Khosana said the girl was referred to the welfare service for counselling and support.
The man was expected to appear in court yesterday on a charge of attempting to commit an immoral act with a girl under the age of 16. - Sapa
