DA to focus on bucket system

The government's failure to eradicate the hated bucket system is to be focussed on in Parliament this week.

Yesterday the Democratic Alliance revealed that it would submit parliamentary questions to Minister of Water Affairs and Forestry Lindiwe Hendricks to find out why the unhealthy system is still used in certain communities.

In his 2006 state of the nation address President Thabo Mbeki made a commitment that his government would completely eradicate the bucket system by 2007.

"In 2006, the ANC government promised to eradicate the bucket system backlog but did not do so. By the end of 2007, the government had again not met its target of eradicating the bucket system," said DA MP Mpowele Swathe.

Swathe said the government "had failed to deliver on its promise because of under-funding for the project.

"In the 2006-7 financial year the bucket system eradication allocation from the Municipal Infrastructural Grant (MIG) was R400 million, while the auditor-general's report on the status of sanitation services estimated the cost of replacing bucket toilets at R2 billion - creating a further backlog of R1,6 billion," said Swathe.

Swathe also blamed the failure on financial mismanagement.
