Michel said "there is no alternative to a political solution", a day after chief mediator Kofi Annan suspended talks with negotiators from the rival sides, citing lack of progress.
"I am strongly concerned that the Kenyan leaders still have not delivered on their commitment to reaching an agreement on the real sharing of power and reforms needed to effectively govern Kenya," Michel said.
He said that the EU was ready to support those seeking a solution to the crisis.
"The European Union is determined to take all appropriate measures and all options are being considered."
On Tuesday, US secretary of state Condoleezza Rice said there was "no excuse" for the delay in resolving the crisis, in which more than 1500 people had died and hundreds of thousands others had been displaced.
The negotiations have stalled on the creation of a post for a prime minister, which is seen as key to a proposed settlement. - Sapa-AFP
