The government controlled the baking industry for decades and it was dominated by three main companies - Pioneer (Sasko and Bokomo), Tiger and Genfoods (BB Cereals and Premier Milling).
But that changed when it was deregulated in 1991 after pressure from stakeholders.
Deregulation increased the number of participants but baking, especially of bread, is the most lucrative niche in the food retail industry.
Before deregulation, South Africa's bread came from 250 plants spread around the country.
They received a subsidy from the government, so no independent bakery could afford to sell bread at the prescribed prices of the time.
Deregulation opened the doors to many independent baking companies. Supermarkets soon jumped on the bandwagon and started in-store bakeries since it added little additional overheads.
Retail chains, convenience shops, garages and small individual bakeries also started baking their own bread.
The upstarts soon reduced the three big companies' monopoly from 80 percent to 70percent of the industry.
The South African market now produces about 7billion loaves a year and independent bakeries produce about 35percent of the output.
Independent bakeries are growing fast, from a mere 3 percent of the industry's output in 1993 to 35percent in 2003 and even more today.
In metropolitan areas like Durban they control close to half of the market.
The deregulation of the industry and the abolition of retail price control over wheat flour and bread created a free baking industry, which has opened opportunities for many.
